(CAT) Report
Understanding Community Needs Across Angus
The CAT Report presents a comprehensive community-led research project undertaken by Voluntary Action Angus in partnership with Angus Women’s Aid, Deaf Links, Relationships Scotland FM Tayside & Fife, and Children’s Health Scotland. This study captures the lived experiences of individuals and organisations across Angus in the wake of the COVID-19 pandemic, highlighting both the challenges and the remarkable resilience demonstrated by communities.
Through surveys, focus groups, and community researcher engagement, the report explores the pandemic’s impact on mental health, social isolation, poverty, service access, and local volunteering. It also identifies opportunities for transformation through collaborative service design, smarter partnerships, and community-based solutions.
This report is a vital resource for anyone interested in building stronger, more inclusive, and resilient communities in Angus. Its findings are now shaping how we deliver support and co-design services with the people who use them.

This year has been one of connection, growth, and resilience. Together with our incredible volunteers, dedicated staff, trusted partners, and supportive board, we have continued to strengthen the third sector and empower communities across Angus.
The report captures not just the numbers and milestones we’ve achieved but also the stories behind them—of people coming together, supporting one another, and creating positive change. From expanding our Community Link Worker service, celebrating youth volunteering, and investing in local organisations, to developing new digital tools and launching innovative funding approaches, it has been a year of impact and progress made possible through collaboration.
CEO, Hayley Means, would like to personally thank partners and colleagues for being part of this journey. Their support, partnership, and commitment have been invaluable, and together we are making a real difference to people’s lives across Angus.
